Powder coating is not a way of covering a mark. The old finish comes off, the wheel is prepared properly, and a new coating is applied and cured. That is why it lasts, and it is also why it is priced as a full job rather than a repair.

As with any wheel work, four together costs less per wheel than one alone, and a larger diameter takes more preparing and more coating than a small one.
Powder coating is also something most people have done as a set rather than singly, because the whole point is usually a consistent finish across the car.
This is the first cost specific to powder coating. Standard colours and finishes are the straightforward option. Metallics, candies, two-tone work and anything needing more than one stage add time, and time is what you are paying for.
A gloss, a satin and a matt finish do not all behave the same either. It is worth talking through what you actually want the car to look like before settling on a colour code, because the same colour in a different finish can look like a different colour on a wheel.
The second powder-coating-specific cost. Corrosion, flaking previous coatings and old repairs all have to be dealt with before anything new goes on, and a wheel that needs a lot of that takes longer than one that is simply tired.
This is where powder coating earns its keep, though. If a wheel has corrosion under the lacquer or a finish that keeps lifting, coating over the top of it is what previous cheap repairs did. Taking it back properly is what stops it happening again.
Worth asking about when you get your quote, because it affects both the price and the logistics. Some alloy wheel work suits a visit to your home or premises; a full powder-coating job is a different proposition from a cosmetic repair on the driveway.
